Impoundment Facilities or Shelters in Perry County
Perry County has no animal shelter or dedicated impoundment facility. Perry County Commission contracts with Marion Veterinary Clinic to board impounded animals. Boarding space is very limited, according to Bambi Hoggle of Pawsitive Hearts of Perry County, who provided information about animal services in the county.
It is unclear whether animals are posted to facilitate reunion, as there are no found animals posted on the Clinic’s Facebook page or the Perry County Commission Facebook page as of this Mar. 22, 2026 writing (and the Perry County Sheriff’s Office appears to have no Facebook presence).

Pawsitive Hearts of Perry County launched in January 2025 to serve as a safety net in this county that has no shelter and no animal control, according to profile in Bibb Voice. The nonprofit organization, which receives no government funding, is currently foster-based and is working to secure a building for sheltering. Founder Bambi Hoggle is studying criminal justice and working toward a career in animal law, a specialty that is underrepresented in Alabama.
Animal Control in Perry County
Animal Control in Unincorporated Areas of Perry County: Perry County does not employ a dedicated ACO. Residents can ask for help from Perry County Sheriff’s Office at 334-683-6534 or the Perry County Commission at 334-683-2200 x1x1.
The Perry County Commission has postponed efforts to hire an ACO, County Administrator Bev Gordon said on a March 2026 phone call. The Perry County Herald reported an ACO job opening in November 2025; however, the position was not filled and the Commission tabled the opening until after elections (presumably the May or June primaries), Bev said. In an April 2025 conversation, Bambi Hoggle of Pawsitive Hearts of Perry County stated that the county used to have an ACO but no longer did.
Animal Control Within Corporate Limits & Police Jurisdiction:
- The City of Marion has no animal control officer and no one to assist with loose dogs or other animal concerns, according to an officer at the Marion Police Department. Enforcement of Marion’s animal ordinances and Alabama criminal misdemeanors is the responsibility of Marion Police Department; for assistance, call 334-683-9071; if the suspected offense is a felony of if the police department does not attend to the concern, contact Perry County Sheriff’s Office at 334-683-6534. (The city website lists 334-231-0334 for animal control, but the tel is not functional as of this Mar. 22, 2026 writing, and according to Facebook conversations, has not been functional for at least a year.) A previous ACO was investigated for animal cruelty, according to a 2019 report by WVUA.

Dog Confinement Requirements in Perry County
County Adoption of Alabama’s Dog Confinement Statute: Dog confinement is not required in unincorporated Perry County because the Perry County Commission has not adopted Alabama Code § 3-1-5, which would require that dogs be confined to the owner’s premises or kept in the charge of a responsible person if off-premises. There are still steps you can take to address issues or to encourage the county to require confinement.
Perry County has a significant problem with loose dogs, said Sgt. Mike Kiser of Perry County Sheriff’s Office on a Mar. 26, 2025 phone call, but they are in a bind because they have no ACO. Incoming Sheriff Roy Fikes intended to ask the Perry County Commission to adopt the statute, Sgt. Kiser said. (Alabama Code § 3-1-5 is beneficial and enforceable with or without an ACO.)
Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction:
- The City of Marion requires dog confinement only of female dogs in heat and dangerous dogs (§§ 5-17, 5-18).

- Perry County Commission Public Records Request Form: The County Commission does not appear to have a Public Records Request form on their website. Call the Commission to request a form or submit according to the Open Records Act template.

- Bev Gordon, Perry County Administrator, 334-683-2200 x1x1, stated on Mar. 23, 2026 that the Perry County ACO position was not filled following its advertising in November, and that the Commission had tabled the job opening until further notice, such as until after elections, for reasons she did not know.
