Prattville/Autauga Humane Society, Inc. serves Autauga County and the City of Prattville with financing from both. Director Ivonne Hillary reported the shelter gets a lot of community support: if they tell people the shelter needs help, they step up to help.
Because Autauga County’s neighbor to the south has no animal shelter, Lowndes County residents call Prattville/Autauga Humane Society for help. Shelter staff tell people they need to take up the issue of sheltering and animal control with Lowndes County elected officials.

- Spay/Neuter is performed on all animals at least 6 months old prior to adoption. If less than 6 months old, the adopter has to sign a contract agreeing to have it done by 6 months or at least have a vet appointment by 6 months. If not done as agreed, they shelter takes the animal back.

Animal Control in Autauga County
Animal Control in Unincorporated Areas of Autauga County: Autauga County Animal Control is the responsibility of an ACO who works for the Autauga County Sheriff’s Office. The ACO impounds in two situations, according to Charlotte Eason of the Autauga County Commission: (1) loose dogs that are not wearing current rabies tags, and (2) dogs in potentially dangerous situations, such as growling or on a road. Animal Control Within Corporate Limits & Police Jurisdiction:
- In Prattville, impoundment and ordinance enforcement are the responsibility of Code Enforcement, a division of the Prattville Police Department. Call 334-594-0217. (Also see Elmore County.)

Dog Confinement Requirements in Autauga County
County Adoption of Alabama’s Dog Confinement Statute: Autauga County officials stated that they enforce Alabama Code § 3-1-5 and believed it to be applicable, but had no record of statute adoption and expressed misconceptions over statute applicability, as detailed below. Alabama Code § 3-1-5 requires that dogs be confined to the owner’s premises or kept in the charge of a responsible person if off-premises.
Charlotte Eason of the Autauga County Commission stated that the Commission had not adopted Alabama Code § 3-1-5; however, Autauga County Sheriff’s Office representatives stated that they enforce at-large violations. Thus, Autauga County is indicated in stripes on the map. A citation may be dismissed or challenged on the basis of inapplicability, if indeed the Commission has no record of adoption.
Reports are anonymous; responding officers state only that a call was received, said Carolyn of Autauga County Sheriff’s Office. Carolyn explained the ACSO enforcement procedure for Alabama Code § 3-1-5: if a violation is witnessed, the officer cites and submits bodycam footage; if the officer does not witness, a report is prepared, with which the victim can pursue a warrant.
Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction:
- Dog confinement is required by ordinance in Millbrook (§ 10-7), Prattville (§ 10-39, 10-41).
- Dog confinement is not required by ordinance in Pine Level; the state law may still be enforced within corporate limits.
- It is unclear whether Autaugaville or Billingsley requires confinement by ordinance; the state dog confinement law may still be enforced in these towns.
Our Recommendation for those in the unincorporated area or in a municipality with unclear statutory authority is to proceed as if the statute or an ordinance is applicable, by keeping their own dogs confined or in their charge and by reporting owners who allow their dog to run loose, for the safety of people and animals alike.

Autauga County Commission Public Records Request Form: The County Commission does not appear to have a Public Records Request form on their website. Call the Commission to request a form or submit according to the Open Records Act template.

On Mar. 19, 2025, Charlotte stated that the county had not adopted the law and the only confinement requirement is in the city of Prattville (note: Millbrook also requires dog confinement by ordinance, as cited above). On an Apr. 2 follow-up call, Charlotte stated that after our previous conversation, she had double checked county resolutions, proclamations, and other records to definitively determine that no, Autauga County had definitely not adopted the statute.
- Carolyn, Autauga County Sheriff’s Office, provided Alabama Code § 3-1-5 information on Jan. 31, 2025.
- Dep. Eller, Autauga County Sheriff’s Office, stated on Apr. 2, 2025 that Alabama Code § 3-1-5 was adopted by Autauga County Commission 2–3 years earlier, but then said officers cite on § 3-5-2. When asked about that statute applying only to livestock, Dep. Eller said they the ACSO enforces a “different” code for dogs.
- Dispatcher, Sheriff’s Office confirmed on Dec. 30, 2025 that the county ACO covers all municipalities except Prattville. It was her belief also that the state RAL law (§ 3-1-5) continues to be enforced.
- Operator 892 was not familiar with Alabama Code § 3-1-5 when asked on Mar. 19, 2025, and advised us to go with the Commission’s information.
- Robert Johnson, City of Prattville Code Enforcement, 334-595-0215, when asked about Alabama Code § 3-1-5 on Apr. 1, 2025, initially said that dog confinement is required, but then we clarified that he enforces only the City of Prattville ordinance.
- Theresa Cook, Town Clerk, Town of Pine Level, 334-310-2913, said on a Dec. 30, 2025 that the town does not have an animal control ordinance.
