Prattville/Autauga Humane Society, Inc. serves Autauga County and the City of Prattville with financing from both. Director Ivonne Hillary reported the shelter gets a lot of community support: if they tell people the shelter needs help, they step up to help.

Because Autauga County’s neighbor to the south has no animal shelter, Lowndes County residents call Prattville/Autauga Humane Society for help. Shelter staff tell people they need to take up the issue of sheltering and animal control with Lowndes County elected officials.

Animal Control in Autauga County

Animal Control in Unincorporated Areas of Autauga County: Autauga County Animal Control is the responsibility of an ACO who works for the Autauga County Sheriff’s Office. The ACO impounds in two situations, according to Charlotte Eason of the Autauga County Commission: (1) loose dogs that are not wearing current rabies tags, and (2) dogs in potentially dangerous situations, such as growling or on a road. Dog Confinement Requirements in Autauga County

County Adoption of Alabama’s Dog Confinement Statute: Autauga County officials stated that they enforce Alabama Code § 3-1-5 and believed it to be applicable, but had no record of statute adoption and expressed misconceptions over statute applicability, as detailed below. Alabama Code § 3-1-5 requires that dogs be confined to the owner’s premises or kept in the charge of a responsible person if off-premises.

Charlotte Eason of the Autauga County Commission stated that the Commission had not adopted Alabama Code § 3-1-5; however, Autauga County Sheriff’s Office representatives stated that they enforce at-large violations. Thus, Autauga County is indicated in stripes on the map. A citation may be dismissed or challenged on the basis of inapplicability, if indeed the Commission has no record of adoption.

Reports are anonymous; responding officers state only that a call was received, said Carolyn of Autauga County Sheriff’s Office. Carolyn explained the ACSO enforcement procedure for Alabama Code § 3-1-5: if a violation is witnessed, the officer cites and submits bodycam footage; if the officer does not witness, a report is prepared, with which the victim can pursue a warrant.

Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction:

Our Recommendation for those in the unincorporated area or in a municipality with unclear statutory authority is to proceed as if the statute or an ordinance is applicable, by keeping their own dogs confined or in their charge and by reporting owners who allow their dog to run loose, for the safety of people and animals alike.
