Impoundment Facilities or Shelters in Barbour County

Three Animal Facilities in Barbour County
- Barbour County Animal Control serves the unincorporated area, Bakerhill, and Clayton.
- Eufaula Animal Control serves the City of Eufaula.
- Southern Souls Animal League is a nonprofit organizations that does not contract with city or county government and does not house impounded animals.

Barbour County Animal Control is a 12 kennel, 24-dog capacity shelter operated by the Barbour County Commission.
- Stray Hold: Dogs are held for at least 7 days, Scott said. There is no holding area for cats, per Renay Hurst.
- Spay/Neuter is not performed and no animals are adopted out. Scott said he cannot adopt out animals because he’s a government agency, so he tries to get animals to rescue groups. Renay said no one can stand the thought of killing dogs, so county staff members have taken in dogs when kennel space is needed. Surrenders are not accepted, Renay said; residents are directed to re-home the pet with family or friends.
- Animal Census Reports Scott had not heard of the Animal Census Reporting Act but said he does submit a report every month which can be requested from the Commission.

Coverage by Who Will Let the Dogs Out? stated in May 2024 that the Eufaula Animal Control facility had 14 kennels and that the City of Eufaula did not fund deworming, parasite treatments, sterilization of shelter animals, or medical care.

Animal Control in Barbour County
Animal Control in Unincorporated Areas of Barbour County: ACO Scott Drivas works for the Commission and is the only County ACO, he said. Loose dogs may be reported to 334-232-1201 and loose large animals to 334-425-6485, per the county website. Due to the limited kennel space, the expansive size of the county with only one ACO, and limited funding, animal services are focused on dog bites or attacks, Renay said.
Barbour County has been encouraging county municipalities to establish animal control services, Renay said. The county attorney does not allow the county ACO to impound dogs within municipal limits unless the dog is “vicious,” Renay said, though some municipal officials said that ACO Scott Drivas does impound in their cities and towns, as noted next.
Animal Control Within Corporate Limits & Police Jurisdiction:
- Bakerhill and Clayton: Animal control is handled by Barbour County.
- Blue Springs: We found no contact information for the tiny Town of Blue Springs. It appears that Blue Springs is primarily a state park; Alabama requires that dogs be leashed in state parks.
- Clio and Louisville have no animal control services. Call the police department or city hall for assistance.
- Eufaula: Contact Eufala Animal Control at 334-687-1200; for after-hours emergencies call the Eufala Police Department. As of May 2025, Eufala had one ACO, according to county sources. A year earlier, Who Will Let the Dogs Out? spoke to Eufala ACOs Daniel and Gary.

Dog Confinement Requirements in Barbour County
County Adoption of Alabama’s Dog Confinement Statute: Dog confinement is not required in unincorporated Barbour County because the Commission has not adopted Alabama Code § 3-1-5, according to Renay Hurst and ACO Scott Drivas. There are still steps you can take to address issues or to encourage the county to require confinement.
Both Renay and Scott also stated that Barbour County needs the statute. Renay spoke of dogs walking around everywhere, even in front of the courthouse. I emailed Renay the Guide for Counties & Municipalities, and when we talked again six months later, she said she had shared it with the Commissioners but they had not discussed the statute, she said.
Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction:
- Owners are not required to keep dogs on their own premises in Bakerhill, Clayton, or Louisville.
- Dog confinement is required in Clio and Eufaula (§ 14-84).

- Clayton: 334-775-9176. Zaria did not find a dog confinement ordinance. She also said that the county ACO covers the city. We spoke on Oct. 3 and 7, 2025.
- Clio: 334-397-2723. On Oct. 7, 2025, Melissia, court magistrate, said dog confinement is required by ordinance and that the city has no animal control services, which she said was due to a lack of capacity at the county impoundment facility.
- Eufaula: Animal Control is a division of the PD, according to the city website.
