The 501c3 nonprofit Bullock County Humane Society contracts with the Bullock County and the City of Union Springs, with funding from both. Ginny Allen serves as director. The nonprofit also employs one full time employee and typically has two seasonal part time staff members in addition to interns, Ginny said.

- Spay/Neuter is performed on all animals prior to release to the adopter, if age appropriate. If the adopted pet is too young, staff members ensure that sterilization is done. Director Ginny Allen stated that it is a small community and easy to enforce.
- Animal Census Reports in accordance with the statute may not be available. Ginny said she had heard of the law, but just doesn’t doesn’t have time for it. She said she keeps numbers and provides monthly and annual reports to her board.
Animal Control in Bullock County
Bullock County Humane Society Director Ginny Allen also serves as the animal control officer for Bullock County, including the municipalities of Union Springs and Midway. Call 334-782-1952 for assistance.
Ginny is a civilian ACO who can address many animal concerns including the investigation of cruelty. Since civilian ACOs are not APOSTC-certified law enforcement officers, they must rely on the sheriff’s office (and in municipalities, police officers) for enforcement of animal laws. In Bullock County, backing for animal control, citations, arrests, warrants, charging, and other enforcement duties are the responsibility of Bullock County Sheriff’s Office, 334-738-2670.
Dog Confinement Requirements in Bullock County
Dog confinement is not required in unincorporated Bullock County because the Bullock County Commission has not adopted Alabama Code § 3-1-5, which would require that dogs be confined to the owner’s premises or kept in the charge of a responsible person if off-premises. There are still steps you can take to address issues or to encourage the county to require confinement.
Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction:
- Union Springs requires dog confinement by ordinance (§ 3-23) only when the dog is not wearing identification and a current rabies vaccination tag.
- We do not know whether dog confinement is required in Midway. Please email us if you can share information.

Low-Cost Spay & Neuter in Bullock County
- Alabama Animal Alliance Spay/Neuter Clinic in Montgomery is a non-profit clinic specializing in low-cost sterilization. The clinic is open to everyone regardless of income or place of residence. Call 334-239-7787.
- Two programs offer $10 sterilization to those needing financial assistance. Alabama Animal Alliance Spay/Neuter Clinic’s program is available to Medicaid or food stamps recipients; call 334-239-7787. Chick N Pups Canine Crusade coordinates $10 copay sterilization and pet transportation for low-income residents of Bullock County; contact the organization through their Facebook page or at chicknpups@yahoo.com.
