Chambers County contracts with Chattahoochee Humane Society. All animals are sterilized prior to adoption, according to County Manager Regina Chambers. Animal Census Reports are prepared monthly and may be requested from the Commission.
Chattahoochee Humane Society, a 501(c)(3) nonprofit, became a No Kill shelter in 2023, according to the shelter website. The facility has 47 kennels for adult dogs, dedicated spaces for cats and for puppies, and a medical intake area.
Animal Control in Chambers County
Animal Control in Unincorporated Areas of Chambers County: Chambers County employs no animal control officers. To report a lost, stray, or abandoned animal, fill out the Found a Stray form provided by Chattahoochee Humane Society — note that Chattahoochee Humane Society does not pick up animals. For other assistance, contact Chambers County Sheriff’s Office at 334-864-4333 or 334-576-0914.
Impounded animals found in Chambers County (in the unincorporated area and in municipalities) are brought to Chattahoochee Humane Society.
Animal Control Within Corporate Limits & Police Jurisdiction:
- In Lafayette, call Lafayette Animal Control at the Police Department at 334-864-2211.
- For assistance in Lanett, call Lanett Animal Control Officer Lisa Cofield at 334-576-0914 or 334-644-5236.
- Valley Animal Control may be reached at 334-756-5200. It is unclear whether the current ACO is Phalisha Hadaway (whose email bounced on May 20, 2026) or Sgt. Duane Vallia (who had been listed on the Valley website, but was since removed) or another person.
- For assistance in Cusseta, Five Points, or Waverly, call town hall or Chambers County Sheriff’s Office.

Dog Confinement Requirements in Chambers County
Dog confinement is required in Chambers County because the Chambers County Commission adopted Alabama Code § 3-1-5, which requires that dogs be confined to the owner’s premises or kept in the charge of a responsible person if off-premises.
Our attempts to determine Chambers County’s Alabama Code § 3-1-5 status in spring 2025 went unanswered — but were seen! There was no response to messages sent via Facebook to Chattahoochee Humane Society and to Friends of Chattahoochee Humane on Mar. 20, 2025. On Apr. 1, 2025, a Commission representative replied via email stating that the question had been forwarded to the county attorney, but we did not hear back. Around the same time, a Chambers County resident was arrested for a felony violation of Emily’s Law relating to an alleged dog attack in Huguley. An email sent on Jan. 22, 2026 was quickly answered by Regina Chambers, who stated that the Commission adopted in July 2025: County Attorney Skip McCoy presented and explained the resolution to Commissioners, who voted to adopt.

Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction:
- Dog confinement is required by ordinance in Lanett (§ 6-7) and Valley (§ 10-37, which also requires pet licensing, thus the statute does not apply).
- Lafayette, Cusseta, Five Points, Waverly: It is likely that dog confinement is required in these municipalities, whether by ordinance and/or statute, however since these municipalities do not appear to share their ordinances on their websites or via Municode, we have not yet confirmed whether a running at large law is in effect. Low-Cost Spay & Neuter in Chambers County
- Chattahoochee Humane Society facilitates a spay/neuter program when funding is available.
- Several Chambers County vets participate in the ALVMF license plate program, which offers $10 cat sterilization or $20 dog sterilization for Medicaid recipients.

- Chattahoochee Humane Society Animal Census records for 2025 were requested through the shelter Facebook page on May 14, 2026, then on May 20 via an email sent to County Manager Regina Chambers and to Chattahoochee Humane Society. Census data will be posted here when received.
- Chambers County Commission Resolution to Adopt Alabama Code § 3-1-5 (see pages 3, 7, and 8 of the pdf).
- Chambers County Commission Public Records Request Form: The County Commission does not appear to have a Public Records Request form on their website. Call the Commission to request a form or submit according to the Open Records Act template.

- Regina Chambers, Chambers County Manager, 334-476-2540, spoke to Aubrie Kavanaugh on Apr. 25, 2025 about the shelter and animal control in the county and municipalities. Ms. Chambers exchanged emails with Kristin Yarbrough on Jan. 22, 2026 regarding Alabama Code § 3-1-5 adoption. On May 20, 2026, Ms. Chambers quickly answered a request for Chattachoochee Humane Society census reports, stating that “Chambers County Commission does not have this information.”
- Lisa Wimberley, Supervisor at Lee County Animal Control, offered information about animal control and Alabama Code § 3-1-5 status to Kristin Yarbrough on Mar. 28, 2025. Lisa stated that when animal control calls are received by Chambers County officials, residents are told to shoot the dog (which remains illegal in the absence of legal cause) or to transport the dog to the Chattahoochee Humane Society.
