Jonathan Hicks serves as director of Conecuh County Animal Shelter, which is run by Conecuh County Commission for the entire county.
- Stray Hold is 10 days, Jonathan said, and animals are kept as long as 90 days.
- Spay/Neuter is the responsibility of the adopter, who signs a contract. About 90% comply, Jonathan said (though Monroe County sees it differently), and the county commission has chosen not to pursue those who do not comply.
- Animal Census Reports are not prepared; Jonathan had not heard of the Alabama law requiring them.
The City of Evergreen has its own impoundment facility, Jonathan said, but we found no information on the Evergreen website or elsewhere.
Animal Control in Conecuh County
Conecuh County has no animal control services — neither in the unincorporated area nor in the municipalities of Evergreen, Castleberry, McKenzie, or Repton. Dog Confinement Requirements in Conecuh County
County Adoption of Alabama’s Dog Confinement Statute: Dog confinement is not required in unincorporated Conecuh County because the Conecuh County Commission has not adopted Alabama Code § 3-1-5, which would require that dogs be confined to the owner’s premises or kept in the charge of a responsible person if off-premises. There are still steps you can take to address issues or to encourage the county to require confinement.
Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction: It is unclear whether Evergreen, Castleberry, McKenzie, or Repton require owners to keep dogs on their own premises. A Facebook post suggested that Evergreen was working toward an animal control ordinance in 2021. Please email us if you can share information.

- Conecuh County Commission representative stated on Mar. 28, 2025 that the County does not have a requirement for residents to keep dogs on their property. She was definitive in her answer but refused to provide her name or title as a source of the information, instead instructing me to call the animal shelter.
- Conecuh County Animal Shelter representative was not familiar with Alabama Code § 3-1-5 and said they follow the state animal laws on a Mar. 28, 2025 call. He also said that the judge doesn’t want to pursue animal abuse or anything related to animals, from what he's been told, that the judge considers it a “waste of time in the courts.” The man said that the shelter receives cruelty-related calls at least once a week. I asked him whether he was familiar with the right of citizens to bring a complaint to the magistrate; he was not and said they [shelter staff] just tell residents to be persistent, report again, go to the Commission or Council meetings, that they may have to go to several. I offered to send information about swearing out a warrant; he declined. Calls made Mar. 28, 2025.
