Fayette County Animal Shelter is operated by Fayette County and directed by Phil Holliman, who also serves as the county ACO. The shelter is funded by Fayette County with contributions from the City of Fayette, and serves both.
- Stray Hold is 10 days.
- Spay/Neuter is via a voucher provided to the adopter, as long as funds are available. If no funds for sterilization are available, then no adoption fee is charged. The assistance program is for any animals in the county, not just shelter animals, with the intention of helping people keep pet populations low.
- Animal Census Reports are not being done. Shelter Director Phil Holliman said he did not know about the Animal Census Reporting Act. Citizens who wish to view shelter information may request from the Commission to encourage the preparation and sharing of reports.
Friends of Fayette Animal Shelter (FOTAS) supports the shelter and works to improve animal welfare in Fayette County.

Animal Control Within Corporate Limits & Police Jurisdiction:
- The City of Fayette is served by Fayette County ACO Phil Holliman.
- Belk, Berry, Glen Allen, Gu-Win, Winfield: It is unclear whether these municipalities have animal control. Please contact us if you can provide information. (Also see Animal Services in Marion County.)

Dog Confinement Requirements in Fayette County
County Adoption of Alabama’s Dog Confinement Statute: Dog confinement is not required in unincorporated Fayette County because the Fayette County Commission has not adopted Alabama Code § 3-1-5, which would require that dogs be confined to the owner’s premises or kept in the charge of a responsible person if off-premises. There are still steps you can take to address issues or to encourage the county to require confinement.
Commission Chairman & Probate Judge Michael Freeman relayed to us that Allen Grocholski, long-time county attorney, said there was conversation about the statute “in past years, long time ago,” but it had not been adopted.
Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction:
- Dog confinement is required by ordinance in Winfield (Ordinance 958).
- Running at large on public property is allowed in the City of Fayette as long as the dog or cat is wearing a rabies tag and is not judged to be a nuisance (§ 3-12, 3-13).

Low-Cost Spay & Neuter in Fayette County
- Fayette County Animal Shelter’s Spay and Neuter Program offers county residents free and discounted spay and neuter services. Applications are available at the shelter.
- Fayette Veterinary Clinic participates in the ALVMF license plate program, which offers $10 cat sterilization or $20 dog sterilization for Medicaid recipients.
