Elba Animal Shelter is operated by the City of Elba Police Department. Coffee County contracts with the City of Elba for sheltering, and plans to work with the City of Enterprise for a joint shelter in the future.
- Stray Hold is 7 days.
- Spay/Neuter is not performed on all animals prior to release to the adopter. A voucher system is used.
- Coffee County Administrator John Rodgers Morgan III did not know whether Animal Census Reports are prepared.
We found no current postings of found pets or animals available for adoption. The only web presence, a Facebook page, appears to be updated sporatically. As of this Mar. 20, 2026 writing, the most recent posts are from November. When we visited in June 2025, the most recent post was on from three months earlier. A volunteer who had been sharing her pictures of dogs at the facility posted on Mar. 2 that “I was told by the police chief, I am no longer to go on their property to take pictures of the dogs there and posting them. I am causing too much extra work for them with people wanting the dogs but they have been promised to other people.”

S.O.S. was founded in 1981 to rescue stray and unwanted dogs and cats, according to the organization’s website. The 501c3 nonprofit organization opened a private donor-funded shelter in 1987. The shelter has dogs and cats available for adoption and community members are invited to stop by to visit the animals. Volunteers are invited seven days a week.

Animal Control in Coffee County
Animal Control in Unincorporated Areas of Coffee County: Coffee County has no animal control services. Coffee County Administrator John Rodgers Morgan III stated that Coffee County would not have ACOs even when the county begins collaborating with the City of Enterprise on animal services. We offer this guidance to residents and advocates who need help or who would like the county and municipalities to offer animal services.
Residents can transport stray dogs to the Elba Police Department, according to the Coffee County FAQ.
Animal Control Within Corporate Limits & Police Jurisdiction:
- For assistance with an animal concern in Elba, call Elba Police Department at 334-897-2555.
- Enterprise has two ACOs who work for the Enterprise Police Department. Call 334-347-2222 for assistance. Impounded dogs are held at Colony Veterinary Hospital, 334-393-3366. (Also see Animal Services in Dale County.)
- In Kinston, call the Kinston Police Department at 334-565-3114. Impounded dogs are posted on Facebook.
- For help with New Brockton, call New Brockton Police Department at 334-894-5559.

Dog Confinement Requirements in Coffee County
County Adoption of Alabama’s Dog Confinement Statute: Dog confinement is not required in unincorporated Coffee County because the Coffee County Commission has not adopted Alabama Code § 3-1-5, which would require that dogs be confined to the owner’s premises or kept in the charge of a responsible person if off-premises. There are still steps you can take to address issues or to encourage the county to require confinement.
Coffee County has not adopted Alabama Code § 3-1-5, according to the Coffee Commission FAQ: “Are there any animal control policies (leash law) for Coffee County? There are no animal control policies in the unincorporated areas of Coffee County.” (Accessed Mar. 18, 2025, and again on Mar. 20, 2026.)
Dog Confinement Requirements Within Corporate Limits & Police Jurisdiction:
- Dog confinement is required by ordinance in Elba (§ 10-38) and Enterprise (§ 5-22).
- New Brockton appears to have no requirement.
- There may be no requirement in Kinston. Please email us if you can share information.
